Division: Division I
Salary Scale: K.2 / K.3
Entry Requirements:
- First Degree / BDQF Level 6 / equivalent recognised qualification in IT field AND
- For K.2 Salary Scale
- 3+ years’ experience in K.3 as System Manager or any suitable position OR
- 7+ years’ experience in B.3 as Senior System Analyst or any suitable position
- For K.3 Salary Scale
- 4+ years’ experience in B.3 as Senior System Analyst or any suitable position AND
- Two (2) original approved working papers
Roles and Responsibilities:
Reporting to the Director of E-Government National Centre (or representatives) and perform duties as directed by the Director of E-Government National Centre (or representatives) on the following matters:
- Reporting to the Director of E-Government National Centre (or representatives i.e. the CIO of the Ministry) where assigned;
- Assisting the Chief Information Officer (CIO) in managing functions and services of E-Government National Centre and carry out other duties and responsibilities of the Centre;
- Monitor/ensure the performance and the quality of managed ICT functions and services are carried out efficiently, trustworthily, perfectly and in integrity following the good practices and standards;
- Manage the design, establishment, and implementation of innovative ICT programmes that align with and contribute to the mission and objectives of E-Government/ICT strategy;
- Tasks and duties referred to include matters such as the following:
- Assessing ICT requirements and other services thereto including ICT human resource requirements in the Ministry and Departments according to priority;
- Provide, manage and monitor the Ministry’s ICT master plan in terms of ICT expenditure and ICT projects so that it runs smoothly and regularly;
- Managing the development of ICT including the development, expansion, maintenance of application systems and other information system including the management of ICT infrastructure;
- Ensure best practices are followed in the implementation of ICT requirements including towards service improvement by introducing change through Business Process Re-engineering (BPR) and integration with relevant Ministries/agencies;
- Pro-actively ensure ICT projects run smoothly by prioritising the resolution of critical issues
- Responsible for carrying out other tasks as directed by the Director of E-Government National Centre or their representative.

- 5+ years’ experience in B.2 EB.3 as System Analyst / System Engineer or any suitable position OR

Roles and Responsibilities:
Responsible for monitoring and ensuring the performance and the quality of managed ICT functions and services are carried out efficiently, trustworthily, perfectly and in integrity following the good practices and standards as well as the matters below:
- Monitor/ensure the quality and performance of the implementation of ICT projects and services including the execution of plans and control of the resources of relevant projects are carried out.
- Assist the System Manager in managing the functions and services of Information Technology Centre and carry out the duties and responsibilities of the Centre which include the following:
- Customer Relationship Management including call centre services, helpdesk, Service Level;
- The development and expansion of infrastructure, maintenance of key application systems and other information system;
- Leading infrastructure operations which includes 24 x 7 Operation System Administration, Networks, Security and Facilities;
- Assist in the provision of a master plan for the implementation of e-Government projects;
- Analyse the effectiveness of e-Government projects proposal;
- Establish standards, policies and procedures in accordance to best practices;
- Responsible for carrying out other tasks as directed by the Director of E-Government National Centre or their representative.

Entry Requirements:

- HND / BDQF level 5 / equivalent recognised qualification in IT field + 5 years’ experience as Programmer / System Supervisor or any suitable position OR
- 7 years’ experience in C.3 as Programmer / System Supervisor or any suitable position
Roles and Responsibilities:
- Manage the implementation of ICT projects and services, including the implementation of plans and the management of project and its resources.
- Research, design, and recommend innovative improvements to existing systems, processes or structures through Business Process Improvement/ Reengineering in line with Ministry/Department aims and objectives.
- Responsible for managing information systems and ICT equipment.
- Administer and ensure security, integrity and consistency level of application systems and data.
- Analysing issues and project needs as well as services required and execute steps that needed to be taken according to the given area of authority and provide reports/recommendations to the Chiefs as when necessary.
- Assist in preparing standards, policies and procedures in accordance to best practice.
- Manage and plan the tasks of ICT technical staff and any other staff under their responsibility.
- Suggest best course of actions to users for any matters related to ICT projects.
- Responsible for carrying out other tasks as directed by the Director of E-Government National Centre or their representative.

Roles and Responsibilities:
- Handle projects and technical services as directed by the Chiefs and carry out duties relevant to the projects and services.
- Manage the implementation of ICT projects and services, including the implementation of plans and the management of project and its resources.
- Research, design, and recommend innovative technical improvements to existing systems, processes and infrastructures in line with Ministry/Department mission and objectives.
- Analysing technical issues and requirements needed for projects and related services and execute steps that need to be taken according to the given area of authority and provide reports/recommendations to the Chiefs as when necessary.
- Administer and ensure the safety, level of consistency and integrity of infrastructure, hardware and software systems;
- Assist in preparing standards, policies and procedures in accordance to best practices;
- Manage the installation of ICT and data centre facility related equipments such as Environment Monitoring System, Airconditioning System, Fire Suppression, Uninterrupted Power Supply.
- Manage the installation of network and other related equipments as well as controlling the use of bandwidth, wireless, switching and routing of network processors.
- Manage the operation and maintenance of ICT and other related equipment to ensure operational continuity which include capacity and availabilty planning.
- Administer and ensure the safety of network operations and infrastructure which include incident management.
- Architecting and designing the implementation of the latest digital platform.
- Manage and plan the tasks of ICT technical staff and any other staff under their responsibility.
- Responsible for carrying out other tasks as directed by the Director of E-Government National Centre or their representative.

Entry Requirements:
- HND / BDQF level 5 / equivalent recognised qualification in IT field OR
- 3 years’ experience in C.2 or 5 years’ experience in C.1 as Senior System Operator or any suitable position
Roles and Responsibilities:
- Assist in handling projects and technical services as directed by the Systems Engineer and carry out duties and responsibilities relevant to the projects and services.
- Supervise the activities within the Data Centre / Disaster Recovery Data Centre / Security Monitoring Centre to ensure that the day-to-day operations run smoothly;
- Ensure users adhere to the Standard Operating Procedure (SOP) for the use of ICT systems;
- Ensure standards, policies and procedures are in accordance to best practices;
- Delegate and provide instructions for System Operators to troubleshoot computer operations and procedures;
- Carry out routine maintenance of existing systems to ensure effective operation of computer systems including vendor management;
- Supervise the installation of ICT and data centre facility related equipments such as Environment Monitoring System, Airconditioning System, Fire Suppression, Uninterrupted Power Supply;
- Supervise the installation of network and other related equipments as well as controlling the use of bandwidth, wireless, switching and routing of network processors;
- Supervise the operation, capacity, availability and maintenance of ICT and related equipment to ensure continuity of operations;
- Supervise the administration of system and operational security and network infrastructure including incident management;
- Provide and coordinate user training for the software system;

Roles and Responsibilities:
- Programming, implementing and testing new modules under the direction of the Senior System Analyst and System Analyst.
- Assist in studying, proposing, and recommending innovative improvements to existing systems, processes or structures through Business Process Improvement/ Reengineering in line with Ministry/Department aims and objectives.
- Help assess system changes as submitted by users.
- Provide key support for all applications including providing and updating user manuals.
- Provide and coordinate user training for the software system;
- Manage or implement any user change/new request for application systems;
- Responsible for carrying out other tasks as directed by the Director of E-Government National Centre or their representative.

Entry Requirements:
- OND / BDQF level 4 / equivalent recognised qualification in IT field OR
- 3 years’ experience in D.3 as System Operator or any suitable position
Roles and Responsibilities:
- Responsible for system operations;
- Assign and provide instructions to System Operators on their respective work schedules;
- Assist in training users in the use of ICT systems.
- Responsible for monitoring system back up, restore and back-up media and housekeeping including web pages, housekeeping, maintenance, safety and others related to System Operations;
- Assist in managing and supervising the implementation of network infrastructure ICT assets.
- Assist with vendor management matters related to ICT operations.
- Responsible for carrying out other tasks as directed by the Director of E-Government National Centre or their representative.
Division: Division IV
Salary Scale: D.3-4 EB.5
Entry Requirements:
- OND / BDQF level 3 / equivalent recognised qualification in IT field OR
- 3 years’ experience in D.1 in any suitable position
Roles and Responsibilities:
- Carry out system back-up, restore and media back-up and housekeeping including web pages, maintenance, safety and others related to System Operations;
- Carry out monitoring and implementation of ICT asset management and network infrastructure;
- Responsible for giving instructions to System Controllers and providing their respective work schedules;
- Assist with vendor management matters related to ICT operations;
- Provide training and assistance to users in examing and keying in data to be recorded into the computer system/application as required;
- Assist the System Supervisor or the Programmer in instructing users on the use of computers and software as necessary;
- Responsible for operating and monitoring Helpdesk;
- Responsible for carrying out other tasks as directed by the Director of E-Government National Centre or their representative.
